My son is 16 months and not really saying any words that are recognisable?

iM wondering at what age babies actually start to talk properly? My son babbles on and chats but in nothing recognisable. He is 16 months old. I hear about stories of kids saying proper sentances and words at 1 or just over.. is this tru?
