WHY IS ISRAEL NOT LETTING PAPER GO INSIDE GAZA TO PREVENT CHILDREN FROM GETTING TEXTBOOKS?

I think they don`t want Palestinians to turn that paper into toilet paper...they want Gazan`s to use their bare fingers.
